Balkan Developers and Traders Push for Transparent, Stable Energy Market Frameworks

At the Energy Week Western Balkans 2024, energy developers and traders called for more transparent and stable market frameworks to support renewable energy growth in the region. Branimir Beljan from Danske Commodities explained that inconsistent regulations and a lack of harmonised balancing rules create additional risks for traders and developers operating across Balkan borders. He noted that the current setup forces developers to rely on Hungarian energy prices as a reference, even though these prices may not reflect local market conditions. 

To address these challenges, the panel recommended prioritising regional regulatory harmonisation and market integration. Panellists identified the absence of a well-regulated intraday market as a key impediment, as it restricts developers’ ability to respond to real-time shifts in demand and supply. Creating transparent, efficient intraday and balancing markets could increase investor confidence and reduce volatility, making it easier for renewable projects to secure financing. 

Regional leaders pointed to ongoing market coupling projects, such as Montenegro’s integration with Italy, as positive steps forward. However, panellists stressed that local regulators must continue to advance harmonised market rules if they want to achieve a stable and transparent energy market. As the Western Balkans positions itself as an emerging hub for renewable energy, streamlined regulations and improved market mechanisms will be essential for long-term growth and investor confidence in the region.
